Session Description
All over the world, a multitude of mostly grassroot initiatives have emerged to enable, promote and support the use of OER. Despite the heterogeneity and fragmentation of these different initiatives, the actors are united in their striving for a stronger implementation of OER in everyday education.
If we want the idea of OER to become widespread, it would be foolish if everyone had to develop all resources by themselves. Thus, it would be useful to join efforts and provide these resources and services to the OER community via an appropriate infrastructure.
For this purpose, we would like to briefly present our recent platforms, tools, and services developed for (but not limited to) the OER community in German-speaking countries. Afterwards, we are looking forward to a lively discussion on further experiences and ideas on the question, to what extent we can strengthen the rather decentralized OER topic by such joint(ly) approaches for the open education community, i.e. beyond the German-speaking community.
# Background
In 2016, the German Federal Ministry of Education and Research startet a funding program to spread the idea of OER by recruiting multipliers from diverse audiences. “JOINTLY” is one of these projects, led by edu-sharing network, Technische Hochschule Lübeck (University of Applied Sciences), GWDH and iRIGHTSinfo. The project supports multipliers in their cooperation. This takes place on the one hand through events for the sharing and expansion of knowledge and for the joint development of ideas, solutions and OER materials. On the other hand, through the joint design and testing of IT tools and infrastructures that facilitate practical cooperation and, last but not least, through information about the legal framework of OER, which is essential for sustainable cooperation.
So what are OER multipliers looking for? Since the end of 2016 we have been working on this question and have already come up with some first solutions:
The OER content buffet can be seen as the heart of JOINTLY: Concepts, summaries, material, templates and tools that can be reused for further OER transfer projects and modified for specific audiences.
The OER Tool Playground is a testing environment for tools that promote the creation, use and dissemination of OER. Mature results are offered via the OER content buffet.
Further information services include the series of booklets on the subject of legal issues relating OER production as well as guidelines for decision-makers.
In addition, JOINTLY has developed and refined cooperation events. In working groups, workshops, think tanks and hackethons, not only the OER content buffet and the OER tool playground were developed and improved with a larger community, but also smaller solutions such as the CC mixer were born there.
After the first phase of the project until September 2018, we were successful with a second project proposal. Until 2020 we will proceed with our work for the German OER community. One of our next goals is also to take even greater account of international developments in the context of OER and to network with these actors.

Session content
Thank you for the worthwhile feedback and the chance for resubmission. We restructured and extended the abstract, thus we highlighted the scope of the session in the first short part, followed by describing the project JOINTLY and its outcomes as background information. We hope it becomes more clearly that we particularly wish to address an audience from non-German-speaking countries, as we would like to learn about and discuss international experiences and needs. We also added some more information about project partners and funding background.
